We are working with an associate recruitment agency who is the primary recruiter and whose client is seeking a Director of Engineering to be based in Sharjah, UAE.
Reporting into the Vice President – Construction the successful candidate will provide effective leadership and guidance to the construction project teams.
You will be responsible for the development of standardized construction work processes procedures and systems and for the development and implementation of training and development programs for construction engineering personnel.

You will be responsible for the development and implementation of the field material control system and work processes

You will lead the qualification process for the selection of potential bidders and suppliers
and provide the detailed analysis, investigation and technical evaluation of potential bidders for construction and pre-commissioning.

You will prepare ITB/RFP packages and then lead through the bid/evaluate/award cycle and carry out constructability reviews and studies to optimize design.

You will assemble and issue to the Site Manager a complete set of applicable: a) construction work processes and procedures and b) field material control procedures.

You will support the project team during the proposal phase and into early works until the project specific team is fully mobilized and operational.

Finally you will carry out the recruitment, development and assignment of qualified personnel and / or technical authorities to the construction management teams. ________________________________________________________________________

Knowledge and Skills:

You will be an accomplished Director of Construction Engineering having substantial experience in the oil and gas industry some of which must have been working with an international E & C company.

Ideally you should have experience in the Commonwealth of Independent States ClS/FSU), Middle East and / or North Africa.

In addition you must have experience in construction engineering supervision, and / or management.

Superb communication and negotiation skills and instant credibility are essential supported by high personal energy levels and enthusiasm.

With outstanding leadership ability and a strong customer focus, you will have the confidence to win credibility and make an immediate contribution.

You should possess excellent communication skills in English and ideally able to speak one other language, able to adapt to rapid changes in a positive manner and work to tight deadlines.

Superb inter-personal skills and instant credibility are essential as you will be inter-facing with a number of people from different backgrounds, nationalities and religions.

You will be resourceful with a flexible outlook, have the ability to multi-task in order to handle competing priorities and be able to fit in to an international dynamic and multi-cultural environment. Finally you should possess a Drivers Licence and be PC / IT literate.
